Transfer of pics from one iCloud to another iCloud account

Hi guys, how can I transfer pics from my previous iCloud account to new iCloud account

Manually.

Download them from Apple ID A to a neutral location, then upload them to Apple ID B.

But, those are pics are live in nature and I don't want to lose the live function of them.

If I enable family sharing will I be able to share the pics then afterwards I will delete that specific account and remove it from family sharing is this feasible?
