When I start family sharing can a member share their subscription without being the organizer?

Stick, wrong end. Yes, everyone's purchases can be shared with everyone else in the family, qualifying subscriptions too. See Family Sharing - Apple Support. For example I'm pretty sure that if one party other than the organizer, has Apple Arcade now the whole family would get it once linked together.
