I am unable to see Apple Pencil under settings to pair my Apple Pencil. I have the 2nd generation pencil and the 7th generation iPad. However, the Bluetooth is only loading and no divides are appearing not even others in my house to pair. What am I doing wrong?

You purchased the wrong version of the Apple Pencil.
You need to purchase and use the older 1st generation Apple Pencil with the top metalised, silver cap.
The 2nd gen Apple Pencil ONLY works with the 2018/2020 iPad Pro models.
Return the 2nd gen Apple Pencil from where you purchased and purchase the older 1st gen Apple Pencil instead.
