Purchase cannot be completed

i tried to purchase an app from Apple Store and iTunes Store , then it showed purchase can’t be complete, please contact iTunes support at Apple.com/support/iTunes/ww.

I just wondering what’s going on and why I can’t make a purchase on my Apple and ITunes Store.
