My Apple Watch is frozen and anytime I press the side button or the crown it pops up saying “turn Digital Crown to unlock and eject water”. How do I get it to unfreeze and go back to how the Watch was?

Be sure to rapidly spin the crown.
Yes I turned the digital crown and the water gets a little bigger and then smaller.
