Parent Screen Time control for teen?

Looking for how to use the new Screen Time feature to set limits on my 14 year old son screen time addiction... I've added successfully his account to Family (under Apple ID, Family Sharing, Add Family Member) but "Screen Time" (below "Shared Features") is Off and selecting it just launch a blank screen... Please help...
