Universal clipboard not working from Macbook to iPhone

Universal clipboard is not working when copying from Macbook and paste on iPhone BUT it is working when I copy text on iPhone and paste it on Macbook.

I tried several guides, turning on/off wifi, bluetooth, handoff on both mac and iPhone, restarting both devices, deleting bluetooth content in library but nothing helped.

I recently updated iPhone to latest 13.3.1 version. Can this cause the issue? Or anyone else experiencing same issue?

I can say it is not a perfect science. In other words I have seen it work sometimes, sometimes not—with no clear understanding.

My best advise is reboot the Mac, restart the iDevice and try again.
