Bluetooth connection

I currently have the 11 iphone. I am not able to connect the phones Bluetooth to any Bluetooth device or vehicle. I have done the whole restart thing multiple times with absolutely no luck. I have the current iOS 13.3.1 software updated on my phone. Any help or solutions wold be appreciated.

Why not? What happens when you try?

What are you trying to pair it with?

Is the bluetooth device in discoverable mode?
