Hi,
I was just looking for some sort of guidance. My Instagram notifications haven’t been working for months now, I have the 8+, and noticed it a month or so after getting it ( August 2019). All push notifications are on in settings and the app. Nothing.
I'm at a complete loss. Updated my phone and deleted the app several times still nothing.
please can anyone help?

If you mean that your iphone DOES NOT receive any notification from any app, then you should check your settings, starting here:--> Use notifications on your iPhone, iPad, and iPod touch - Apple Support

Ah, okay... so, as already suggested, I'd contact Instagram support team (or join one of their forums) and see if they have a solution.
I was thinking about deleting then re-installing the app, but you said you already did that to no avail.

Are different (from Instagram) notifications arriving at your device?
Should be this case, I would contact Instagram support team and ask them.

Sorry, read that wrong. Yes they are every other app works except insta.
