iTunes on Windows 10 just doesn't work

I'm trying to download my iTunes library on Windows 10. Keeps getting stuck after a number of downloads. After I close/reopen iTunes all the un-downloaded songs are grayed out. Using options to access my account such as "View my account" etc doesn't yield any results although I've logged in, verified and authorized the device. Eventually it says "Making your purchases available" but seems to get stuck on that. Already reported to Apple, looking for advice in the meantime.

After restarting my pc it worked fine. Assuming that was the solution then there should have been a notice to restart after the app was installed...
