iOS 13.3.1 Why does Bluetooth "Forget This Device" not stick. The device keeps coming back and trying to pair. It’s as if the “Forget This Device” isn’t really there.

Get the manual for the TV and find out how to disable Bluetooth. There should be a setting for it. But it won’t connect unless you authorize it to pair on your phone.
Forget this device removes any existing pairing with the device. It does not prevent the device from appearing ready to pair if the device is in pairing mode and you open Settings/Bluetooth. Most devices are only in Pairing mode if it is selected on the device, or within 30 seconds after the device is powered on. So unless you intentionally put the device into Pairing mode it should not appear when you go to Settings/Bluetooth.

What is happening is that my new smart tv is trying to pair with my 10.5 inch iPad Pro running 13.3.1. I have not hooked it up to my network, but it is connected to my Apple TV 4K which is connected, but turned off. Any way to stop this?
