Safari freezes when I save a a page in any file format

Safari freezes when I save a a page in any file format. I have deleted history, caches, disabled extensions etc but to no avail.

I'm on a MacBook Pro running 10.14.6 and Safari 12.1.2.

Every other application runs well.

Safari itself is glitchy, has random slow-downs and short-terms freezes which do not seem to be related to computer activity. Anyone has a solution or explanation? Other browser like Edge and Brave work fine...
