iCloud backup

I just bought a new iPhone, on my old iPhone I have tried to back everything up but it says it doesn't have enough storage even though I have deleted 2,000 photos. is the easier way to do this via connecting it to the laptop and backing it up on my Mac and then transporting everything onto my new phone?
