I cannot change the order of reminders on iphone Xr ios 13. When i tap, hold, and slide to a different location the list moves back to its original location.

Update to above: "I cannot change the order of reminders on iphone Xr ios 13.3.1. When i tap, hold, and slide to a different location the list moves back to its original location." However, when I reorder my reminder list on my iPad Pro 10.5 by taping, holding, and sliding, these iPad changes are also made on my iPhone Xr. What gives?
