Pages can’t be installed on “Macintosh HD” because OS X version 10.14 or later is required.

It means what it says. The current criterion for installing Pages v8.2.1, Numbers v6.2.1, or Keynote v9.2.1 requires that macOS Mojave, or Catalina are already installed. Otherwise, the Mac App Store will not permit these version downloads.
