When I special-ordered my 16 in MBP I was offered a variety of languages for the keyboard. Of course it takes longer to arrive. You may or may not get the same options.

To find out if you can buy something, you need to contact stores directly yourself or consult their websites. Nobody in these forums represents Apple sales or any store. Apple stores do not ship outside their own country, so if you find a store that has what you want, you might need to travel there.

It's much easier in some countries than others. In the US you get a choice of 15 keyboards, but in Australia only 7, with no French.
