Catalina update to 10.15.3 not working

iMac 21.5, late 2013, fully spec'd runs on 10.15.2 and prompts to update to OS version 10.15.3. Rebooted the machine and updated OS numerous times, but it keeps staying on version 10.15.2. Pretty frustrating now, sufficient space on HD, no known issues. Anyone an idea what is wrong here?

Great advice from fuzzymo, might install it in Safe Mode also...

Safe Boot from the HD, (holding Shift key down at startup), does the problem occur in Safe Mode?
