I have forgotten my screen time passcode.
What do I do to recover my screen time password? I tried to resent my phone setting, but it needs a screen time password to do that. I also do not have a laptop or an apple store nearby.

You need a computer running iTunes to perform the procedure I'm going to give you. If you don't have a computer, borrow one from your friends, or ask for help at an Apple Store or Authorized Service Provider.
That said, these are the steps you should follow:--> If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled
The above is related to the passcode you need to unlock your iphone, but it work also for your ScreenTime passcode. Unfortunately , you can not restore data from your backup, because it contains that Screen Time passcode, and it comes back again.
