Block and delete contact

Can you block and then delete a contact and the contact stay blocked?

Blocking has to be done from one of the communication tools (Messages, Phone) and cannot be done from the contacts app. A number will be blocked regardless if the user is in or not in your contacts list. The person isn’t blocked, the contact point is.
