I am having same issue.. Started with a Brand new Series 5 watch yeseterday (Jan 25th) refusing to grab the 6.1.1 update. I tried everything support said to try and they gave up thinking it was the watch. I then went and grabbed an old 6plus we had that still had 13.1 and it refuses to download 13.3. I tried at home, at starbucks and even tethered (all different networks). Tried through Itunes on Win10 PC as well. No dice - just dies shortly after trying to start download.

Apple please fix this!!! There must be something wrong with the service(s)
