I had an older version of Ipad mini that could not update past IOS 9.3.5. I want to know what version is still available to get the latest updates before I purchase another one? I don't want a brand new version but something less expensive.

The 2nd gen iPad Air 2 and iPad Mini 4 were at the bottom of the iPadOS 13 compatibility list.
So, iPadOS 13 maybe the last OS version for these iPads by the Fall of 2020.
Leaving you with ONLY with the 5th, 6th gen iPads, all iPad Pro yearvand models and all of Apple's current iPad lineup.
iOS 13 requires a fourth generation iPad mini, second generation iPad Air, iPad 5, any iPad Pro, or any newer iPad model.
