photos missing on icloud

I recently turned on icloud photos and only see 1500 of about 20000 pictures. I keep checking every hour and don't see this increasing. Any thoughts on why on the past month or two are appearing on iCloud?

iPhone 6s, iOS 13

After talking with an Apple Photos expert, seems that when the battery level drops below 50% the photo upload is suspended. Also learned that this is not part of the iCloud backup, so looking for status there was not relevant. Within the Photos app on the iPhone, by switching to the Photos (and scrolling down) there was a message indicating that the upload had been paused. Plugged into power, and started sending again. Problem appears to be solved.
