I am unable to delete apps on my iphone

All known to me ways to delete apps do not work.

when I hold an app the "x" to delete an app doesn't appear
when I go to Settings / General to check if I have any restrictions on on deleting an app, there is no "Restrictions" settings any more in General.
When I go to Settings /General / Iphone Storage to delete apps there, I don't see any delete buttons there when I select an app.

Can anyone please help?

In iOS 13, it's in Settings > Screen Time > Content & Privacy Restrictions > iTunes and App Store Purchases > Deleting Apps: select Allow

Note: Content & Privacy Restrictions must be enabled to make changes
