How to cancel a purchase?

I made in app purchases but the funds where not enough, so it’s now pending and couldn’t install free apps anymore. Is there anyway to cancel the purchases?

You have to pay the pending bill first and then request a refund if you do not need that in-app purchase. But note, that some of the in-app purchases cannot be refunded.
