Apple Watch app

When trying to down load the Apple Watch app back to my iPhone 7plus/ but it keeps telling me that it can’t download the app at this time please try again later.

My Apple Watch will not download app from iphone How do you download an app to Apple phone? I have tried all the methods I can find.
