Your payment method is declined?

hi. for the last week, I have been getting this message. it says my card was declined even tho I have tried to update it and there is money in my account now... I have even tried deleting the card details and re-adding them but I get an error msg telling me I have an active subscription that requires a payment method (I'm assuming iCloud storage .. what is going on and what can I do??
