So basically, on my iPhone 7, I transferred all the data to my 11pro, can I reset my iPhone 7 to factory settings without it wiping my iPhone 11?

Can I reset my old phone without it wiping my new one, I transferred all the data?

There should be no link between the two iPhones, so it should be OK to erase your old iPhone. I suggest following these steps:
