Call forwarding using i0s13

I would like to call forward my calls to another Iphone however I cant find the option. Does this option still exist?

If you are referring to Carrier based call forwarding where you can select a number where the calls can be forwarded to, it should be in Settings->Phone->Call Forwarding if your carrier supports it.

If you mean the cellular calls on other devices part of continuity then its in Settings->Phone->Calls on Other Devices.

That's a carrier feature.
