You would restore a backup of the iPhone 6 to the iPhone 5. However, the latest iOS for the iPhone 5 is iOS 10.3.4, the latest for the iPhone 6 is iOS 12.4.4. If the iPhone 6 was updated to iOS 12.4.4, then you will not be able to restore that backup to the iPhone 5. You cannot restore a backup of a newer iOS to a phone with an older iOS, and you cannot update the iPhone 5. You would need a phone with an iOS equal or newer that iOS 12.4.4.
