iOS13.3 app updates ?

Has anyone else experienced update issues with apps behaving oddly? Since updating to iOS 13.3 I’ve been seeing issues with all app updates, the app thumbnails will start to update, freeze, stop then flickers starts to update and freezes. This occurs on nearly all apps, additionally if the app update is nearly completed it disappears, then reappears, some do this and are updated other times this occurs and the app repeats update request. Is it safe to update apps while this is occurring?
