Cannot create Subfolder in Apple mail

Whatever I tried, I cannot create a subfolder in a main folder under my Inbox. I tried right click > New Mailbox --> but the subfolder does not appear in the main folder but further down in a separate section. I have never had to deal with this before. I was always able to right click and/or go to Mailbox > New Mailbox, and it created a subfolder without a problem. Anybody knows what to do? It's an iMAC with OS Mojave 10.14.6. Thanks!

Can you drag the folder up into the folder you want it to be in?

Boot into Safe Mode (Use Safe Mode to isoloate issues with your Mac) and try creating a folder there. Reboot normally and test again.

NOTE: Safe Mode boot can take up to 10 minutes as it's doing some system cache cleaning, volume verifying and directory repairing.
