I purchased an ipad from someone off the internet, I got home and saw I there is an activation lock. How would i fix this or find the previous owner to unlock it. The person i purchased this from doesnt know the log in information and claimed it was unlcocked

Only the original owner can release an Activation Lock. It sounds like you purchased a previously stolen device which will be useless to you forever.
Get a refund if possible.
