A pop up stated that my IPad may have been hacked and urged me to get the Mega Shields Online Security App.Do I need this and is this the best app?

Such popup messages are scams from criminals. No such product is required. For future reference close the offending page and avoid sites that are involved in such bogus advertising tactics.
