No. The Cellular portion of the Apple Watch is region specific. A U.S. Watch will not support Indian cellular networks.

You will only be able to use the watch as a GPS only watch without cellular service in India.
Also note that the Warranty will only be valid in the U.S. So you will need to take the Watch back to the U.S for any service it may need. Apple does not accept international shipments for service.
