I am unable to create or add a signature to my outgoing emails. When I select the Signatures popup, only an empty box appears. Also, when I go to Preferences, that same empty box appears with "Signatures" in the title bar.
I have an iMac Late 2017 5K, running Catalina in Dark Mode. The problem appeared when I upgraded to Catalina.

Might you be using some email service provider that interferes with signatures?
And how do you get out of that screen - for example, go back to (Preferences >) General?
I don't think so. I use Apple everything. Service provider is Shentel, and I do not use their email -- Apple Mail only for probably 15-17 years. And I had signatures until I upgraded to Catalina.
I get out of that screen by clicking the red dot in the upper left, as usual.
That doesn’t help. I am unable to select “Signatures” OR “Preferences” because the box that pops up is blank with no text in it at all. There are no options to select.
Here's what I see at System Preferences > Signatures. How does yours compare? Can you click on the plus sign shown to add a signature.
When I select "Signatures", I get a blank box with no writing or symbols in it. It does say "Signatures" in the title bar, but that is all. The same box comes up if I select "Preferences".

If I go to Preferences, that black box comes up, and nothing is in it. Cannot select any other preferences, either.
Ah, that sounds promising. I’m on the east coast and it’s past my bedtime. I’ll try that tomorrow.
That sounds like a .plist somewhere needs to be removed.
Try going to Library > Mail > and removing SignaturesByAccount.plist.
