How to set up Apple Pay on IPad
Putting wallet on IPad , please. I’m not finding the app

That is because the app does not exist on the iPad. While you have the ability to add cards to it in Settings, that is for use in purchases in apps or websites on the iPad, not for use like the iPhone. See this, Set up Apple Pay on iPad - Apple Support
You can access Settings to set it up if Apple Pay is supported in your region.
