Mac OS 10 .14 apple mail - can send but not receive

I just got a new iMac, OS 10.14 (Mojave), migrated from the Time Machine backup disk. The apple mail program lets me send email but I can't receive.

Troubleshoot email problems in Mail on Mac - Apple Support

Mail has two sets of settings and two sets of credentials. One for receiving and reading mail, and one for sending mail.

Receiving is via POP or IMAP, and includes credentials, the server, the port, and the security settings.

Sending is vis SMTP or ESMTP, and it too includes its own set of credentials, server host name, port, and security.

Your server settings are wrong.

You have likely been looking at the receive settings.

If resetting the server settings as described above do not resolve this...

Two other details that sometimes crop up are a dangling password.

Use Keychain Access to look for your mail account passwords, and make a note of those credentials and then remove them.

The other detail is that an email provider can block failed logins.

This usually blocks both read (receive) and write (send) access.
