You may need a powered USB hub between the usb adapter and the ethernet adapter if the ipad does not provide enough power to it.

Once everything is set up, you should get a new option in the Settings app below the Wifi option titled “Ethernet” where you can change the connection settings including IP address if the router does not automatically provide one.

Also, make sure you turn off wifi on the ipad before plugging everything in.

You’ll need to tell us what model of iPad you have or at least the type of port it has at the bottom exactly before we can tell you what accessories you need.

Also, what IP address are you looking to change exactly? The one assigned to the iPad, or the one in the router? Some other IP address?
