Safari bookmarks ios12

Having trouble editing bookmarks in Safari-

The Edit function lets me drag a Bookmark up or down within its current folder, but not to a location outside the folder, or to Favorites.

This makes it hard to move entire folders that have been misplaced.

When dragging the Bookmark, make sure it is all the way to the left and pause a couple of seconds before release.
