Does iCloud backup include iOS shortcuts?
do iPhone and iPad iCloud backups include content from the Shortcuts app?
if not, what is the best way to automatically back up a d restore them?

App data is one of the items that gets backed up by iCloud, but you can set specific items to either back up or not, so if you have iCloud Backup turned on, let's make sure Shortcuts is included in the items getting backed up regularly.
