Can’t update to ios13

My phone says it’s it won’t update further than iOS 12. And that it is up to date

iPhone 6 Plus, iOS 12

The iPhone 6 can not be upgraded beyond iOS 12.4.4.

iPhone 6 cannot be updated beyond iOS 12. It received updates for a full 5 years and is now too under powered, with only 1 GB of Ram to run iOS 13, which requires 2 GB of Ram.
