If you follow the steps to remove a device from iCloud correctly, does that automatically delete everything on the device once that device is connected to the internet?

The device's content will be auto deleted once connected to the Internet.
This is what happens.
Why push back on an answer that confirms your belief and is documented?
Once removed from your account, the device sets itself up for use by whomever has it. It will not be activation locked.
