I phone 11 not ringing when in locked

My phone won't ring when locked. Can this be changed? Settings/ Do Not Disturb only gives me two choices under the "Silence" heading: "Always", or "Only while iPhone is locked". I am unable to remove it. Is it possible to elect neither?

Those two options are only in effect when do not disturb is on. If do not disturb isn't on, it doesn't matter which of those two options in on.

If the first setting within the Do not Disturb screen is not set to on, the other options are irrelevant.
