Battery dead on iPad ?

My iPad has a dead battery. I plug it in, the charger is showing but never charges

Battery my mom’s iPad does not seem to be charging at all. I have tried changing power cords and supplies without success is it possible that the battery is dead? If so how do I determine if this is the problem and is it possible to replace and or feasible to replace the battery? Any assistance is appreciated. Thanks
