software update
My ipad says the software is updated, but it is not. I'm in settering, under general tab, it will not update to latest software. Currently, on iOS 9.3.5--please help

The first generation iPad mini can not be upgraded beyond iOS 9.3.5, or 9.3.5 for cellular models.
