I bought a new apple MacBook pro and i cannot find the 1 year option of free apple tv

Was it a new Mac from Apple for an authorized reseller? If it was refurbished it would need to be direct from Apple, other sellers and open box would not qualify. Likewise, if you had previously subscribed you would not be able to claim the offer.
If you have verified that it was a qualifying device, and that Mac OS is up to date then contact Apple support as stated above.
Make sure you are updated to Catalina. From there, go into the Apple TV app and select Apple TV+ and it will list "Your Mac comes with a year free" select that and sign up!
