I have WiFi but says no WiFi to download new iOS 13.2.3 and won’t let me use cellular until downloaded this is a iPhone 7 is this a phony download by apple to force us to upgrade our phones?

I had WiFi as far as I could see as I was able to get my app for searchlight! But other things were not working I feel it was a glitch because the iOS hadnt downloaded and was freezing my iPhone a ploy perhaps to force me to buy a new phone from 🍎
You can only update your device using Wi-Fi.
My iPhone finally after turning it off the 5-7 time started having better ability’s and I was finally able to call Apple and get it all done so thank you Apple Support and Christian
