According to: If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support

"When you see the message, don't try to edit any of your account information. Instead, contact Apple Support for help."

Possible Reasons for Locked Accounts:

Note that only Apple can fix this for you. Some information as to why Apple Accounts become disabled: This often due to security concerns. Such concerns include:

  • Consistent Logins
  • VNP Connections
  • Scam Attempts
  • Consistent Purchases
  • Unsuccessful Login Attempts

and many, many other items
