How to stop Logic Pro X from putting tracks in solo safe

Every time I re-open a Logic Pro X project, it puts the last audio track in solo safe mode in spite of the fact that I previously turned off solo safe and saved the project. No matter how many times I turn solo safe off and save the project, it gets turned back on the next time I open the project. This happens all projects, whether brand new or older. What's the deal? It's extremely annoying.
