Shift + Quote + A key issue

I'm a developer and I often use left shift + " + A (letter key). The result is Ä instead of "A".

It drives me crazy. I have my smart quotes key off and I still get that. It makes me go back over and over to fix typing issues. I googled it but basically read the same thing - ie turn off smart quotes (which I've already done).

Here's a screenshot of my settings:

I figured it out. This accent thing only happens when I have "U.S. International PC" keyboard input source instead of "US".

I tried it on my Mac Mini with external keyboard and as well as Macbook Pro. Both works

It had nothing to do with smart quotes as I initially thought.
